Feminism and Democracy: Are There Women behind Women Representatives? :: [>>>]

The article examines demands for gender parity in political representation and the ways in which they respond to the frequent charges of essentialism implicit to such demands. The first part addresses arguments that have tried to avoid evoking the difference between men and women by simply appealing to justice between sexes. It will be argued that, besides the inability to stay within universalistic discourse, they have failed to account for the normative expectations of democratic process as well. The second part explores the ways in which different normative models of democracy – liberal, republican and deliberative – have shaped the arguments for gender parity and how these relate to the issue of women’s difference. Although arguments made on the premises of each model assume the difference between men and women, they have, to the various degree, proven to be successful in avoiding the trap of essentialism.

Revisiting the Society of the Spectacle in the post-9/11 World :: [>>>]

In this paper I aim to revisit and add my own contribution to the theory of the spectacle by comparing Guy Debord’s model of the spectacle introduced in his book “The Society of the Spectacle” with a new type of spectacle – the spectacle of fear, here epitomized by the 9/11. By comparing Debord’s model with this new type of spectacle, I proceed to identify the key differences between the two, arguing that Debord’s certain fundamental theses on the spectacle need to be revised in order to understand the spectacle of fear.I propose to revise Debord’s theory in three ways. Firstly, the spectacle no longer represents the betterment of reality, with trauma becoming its chief end product, replacing satisfaction as the correlate of Debord’s spectacle. Secondly, as the consequence of globalization and development of technology, the state and the corporate have lost the monopoly over the spectacle and individual is now able to produce and disseminate streams of spectacles at unprecedented speeds. Finally, I introduce the audiovisual magnitude and the intensity of the trauma inflicted to the spectator as the sole determinants of the effectiveness of the spectacle of fear, leading to the argument that the spectacle always seeks to increase its own magnitude as it immunizes the spectator against its lighter versions.

The War of the Myths: Creating the Founding Myth of Kosovo Albanians :: [>>>]

A distinctive Albanian character is present in shaping of Kosovo’s statehood. The official politics of history and identity diminish the importance of other ethnic communities and focuses on Albanian mythology, represented by mixture of contemporary and historical personalities, events, places and memories. Integrative and European-leaning from outside, Kosovo is more and more particular and Albanian from inside, leaving many doubts and uncertainties about the intercultural future of Europe’s newest state.

Doprinos vladajućih bosansko-hercegovačkih stranaka izbijanju rata u Bosni i Hercegovini :: [>>>]

Po esencijalnom dijelu svog ustavnog odreðenja (Ustav 1974.) Socijalistička Republika Bosna i Hercegovina (BiH) bila je definirana kao tvorevina triju konstitutivnih, suverenih i meðusobno jednakopravnih naroda: Hrvata, Srba i Muslimana (Bošnjaka). Političko-pravni model zasnovan na tom odreðenju svakom je od triju naroda trebao osigurati potpunu zaštitu nacionalnih pozicija. Meðutim, Savez komunista BiH do samog kraja svoje vlasti nije na tom odreðenju kreirao odgovarajuće unutrašnje ureðenje BiH. Takvo koji bi u okolnostima raspada Jugoslavije na najbolji način doprinijelo očuvanju bosansko-hercegovačkog multietnicizma i mira u toj republici. Time je, sukladno rezultatima izbora održanih u studenom 1990. problematika strukturiranja nacionalnih statusa i odnosa ''prepuštena'' pobjedničkim strankama: bosansko-hercegovačkoj Hrvatskoj demokratskoj zajednici (HDZ) i Srpskoj demokratskoj stranci (SDS) te muslimanskoj/bošnjačkoj Stranci demokratske akcije (SDA). Te stranke praktički nisu niti pokušale na navedenom odreðenju iznaći rješenje za nacionalne statuse i odnose. Nasuprot, svojim egoističnim državotvornim ciljevima kao i djelovanjem na njihovom ostvarenju one su, svaka na svoj način, izuzetno poticajno djelovale na produbljivanje konfliktnog ozračja. U konačnici, na otpočinjanje otvorenog ratnog sukoba u BiH koji izbija početkom travnja 1992.

Kraj Hladnog rata i dezintegracija Sovjetskog saveza uzrokovali su radikalne promjene u cjelokupnoj meðunarodnoj zajednici. Takvo stanje otvorilo je i nove mogućnosti za Europsku Uniju u smislu potrebe redefiniranja vanjske politike prema Istočnoj Europi i Južnom Kavkazu. Ovaj rad prikazat će razvoj bilateralnih odnosa Europske unije s državama Južnog Kavkaza (Armenija, Azerbajdžan i Gruzija) kroz Sporazume o partnerstvu i suradnji, Europsku susjedsku politiku i Istočno partnerstvo. Cilj je ukazati na stratešku važnost Južnog Kavkaza za EU i izložiti ključne probleme s kojima se skupina bivših sovjetskih republika susreće od početaka svoje nezavisnosti. U želji da uspješno izbalansiraju vlastite nacionalne i političke interese, povijesne veze i tradiciju, ali i pritiske izvana, vanjskopolitička orijentacija južno kavkaskih zemalja vrti se u krugu izmeðu Rusije i Europske unije. Pritom, izmeðu njih samih postoje brojni problemi - nedostatak bilateralne i regionalne suradnje, te zaleðeni etnički problemi koji u svakom trenutku mogu prerasti u otvorene sukobe. Cilj je pokazati kako Europska unija, od raspada Sovjetskog saveza, različitim politikama i instrumentima djeluje u smjeru stabilizacije istočnog susjedstva. Iz pregleda bilateralnih odnosa Europske unije s Armenijom, Azerbajdžanom i Gruzijom, izvode se i ključni sigurnosni izazovi iz regije Južnog Kavkaza.

The Political Dimension of Counterinsurgency Operations: A Comparison of Two Counterinsurgency Operations in Afghanistan :: [>>>]

The USSR intervention in Afghanistan from 1979 to 1989 and the current Allied US-led intervention in the same country have many different characteristics but also a lot of common features. The causes and the final goals for setting them in motion differ as much as their initial approaches but with the passage of time they have both grown into counterinsurgency operations. Both of them have gone into their tenth year, although the respective political elites have expected a quick and short intervention. Equally so, although militarily superior, the intervening forces have soon become operationally inferior, so that due to misunderstanding the environment, insufficient coordination and weak interior allies, with inadequate political framework, insufficient engagement of resources and inaccessible ground, all in all, finally limited to maintaining status quo. The political part has failed in the first place. The withdrawal has had devastating consequences for the Soviets. The present American withdrawal is a two-edged sword because the majority of tasks have not been fulfilled and there can be no doubt as to whether the long term deployment is not the right solution. It is important to analyze and compare the two operations in order to be able to detect the successful steps as well as the opportunities missed and draw conclusions on the continuation of the allied operation; for the Allies, as stated correctly by the historian Paul Robinson, have found themselves in a position quite similar to the Soviet case. The purpose of the research is twofold. First, to analyze the essential characteristics of the political dimension of counterinsurgency operation through the activity of the intervening force towards counterinsurgency operation centers of gravity; the second is to offer recommendations for the correct use of the principles of counterinsurgency operation.
